Who Are We Scouting For?

The Human Resources Associate supports the UNHCR’s People Strategy and contributes to the implementation of the 2018 independent Human Resources review, which resulted in the establishment of HR strategic priorities and the reconfiguration and transformation of the Division of Human Resources (DHR) from a largely transactional model into a strategic business partner for field operations and senior management.

Responsibilities

Human Resources Operational Excellence:

  • Execute HR operational tasks to deliver timely HR solutions, prioritizing according to needs and risks. This includes:
  • Managing recruitment, assignment, and separation of local staff within the AOR, adhering to UN/UNHCR regulations.
  • Updating personnel records in the office, incorporating MSRP entries into the HR module when necessary.
  • Supporting recruitment and other processes related to the affiliate workforce, including MSRP data entries.
  • Contribute to workforce planning initiatives.
  • Cultivate a customer-centric HR culture focused on proactivity, continuous improvement, innovation, and high performance.
  • Ensure compliance with UNHCR’s HR policies, UN staff rules, regulations, and administrative instructions.

Talent Acquisition and Assignments:

  • Play a role in recruiting local staff, including posting vacancy notices, arranging tests and interviews, and preparing submissions for review by the Assignments Committee (AC).
  • Assist in organizing outreach campaigns to attract a diverse pool of applicants.
  • Offer guidance to staff and contribute to fostering an inclusive work environment.
  • Facilitate communication and outreach with the workforce, addressing inquiries and providing information on where to seek assistance.
  • Monitor and report on recruitment and assignment activities.
  • Advise staff and the affiliate workforce on their rights, obligations, benefits, and entitlements.
  • Act proactively in identifying issues and patterns affecting workforce well-being, including addressing concerns related to sexual harassment and abuse of authority.
  • Aid in onboarding, induction, reintegration into the workplace, and offboarding of colleagues.
  • Support the implementation of HR initiatives aimed at cultivating a culture of good people management practices, while promoting gender, inclusion, and diversity.

Duty of Care:

  • Assist in security and medical evacuations of UNHCR personnel and maintain a daily tracking record of staff and families to provide accurate information in emergencies.
  • Administer the UNHCR medical insurance plan for locally recruited staff.
  • Perform any other related duties as required.
Qualification

Experience & Education

  • G6: 3 years of pertinent work experience with a High School Diploma; or 2 years of relevant experience with a Bachelor’s degree or higher.

Certifications & Licensing

  • Essential Certificates and Licenses: Business Administration, Office Management, Human Resources Management, or related fields.
Additional Requirements
  • Proven track record in Human Resources with expertise in HR policies, processes, and systems.

Desirable:

  • Proficiency in HR information technology systems and tools.
  • Prior experience collaborating with the United Nations.
  • History of success in a diverse, multi-cultural work environment.

Functional Skills:

  • Mastery of UN/UNHCR Administrative Rules, Regulations, and Procedures.
  • Adept in IT and computer literacy.
  • Skilled in local mass recruitment strategies.
  • Proficient in Talent Development and Nurturing in HR.
  • Expertise in HR-Employee Relationship Management.
  • Demonstrated ability in Learning Agility.
