Programme Description

Funded by the U.S. Agency for International Development and in close partnership with federal partners and select Nigeria States (designated as legacy [Bauchi and Sokoto], launching and technical assistance), the five-year Leveraging Education Assistance Resources in Nigeria (LEARN) project will support sustainable improvements in reading outcomes for first and second grade pupils. The goal of LEARN is to strengthen and scale early grade reading (EGR) best practice by ensuring that standards-based, context-appropriate assessment, materials, training, and administrative supports needed to improve literacy skills for P1-2 pupils are embedded within the federal policy, funding, and monitoring frameworks, and state and local authorities have the implementation protocols, capacity, and resources to carry out and sustain standards-based, data-driven EGR reform. 

Responsibilities

Vehicle Maintenance and Operations Specialist

  • Perform daily vehicle cleaning and conduct routine inspections to ensure optimal functionality.
  • Utilize approved fuel card/voucher to refuel vehicles and promptly record transactions in the vehicle log sheet.
  • Safely park vehicles in designated areas by 6 pm each workday, prioritizing security.
  • Obtain formal approval from the operations department for after-hours travel.
  • Maintain accurate and timely entries in the vehicle movement logbook.
  • Immediately report any accidents or vehicle-related issues to the Finance and Operations Officer.
  • Adhere meticulously to LEARN’s motor vehicle and travel policy provisions.

Efficient Staff and Material Transportation

  • Execute staff transportation as directed, following approved vehicle request protocols.
  • Equip vehicles with essential materials including tools, first aid kits, maps, and fire extinguishers.
  • Safeguard all LEARN assets within vehicles during parking periods.
  • Maintain precise vehicle log books, submitting them regularly to the Finance and Operations Officer.
  • Compile monthly reports on maintenance for assigned vehicles.

Comprehensive Service Provision

  • Facilitate efficient document exchange between LEARN and service providers.
  • Ensure secure dispatch of goods to project offices, minimizing loss risks.
  • Collaborate with the Finance and Operations Officer to manage administrative documents, including vehicle and driver compliance.
  • Compile and distribute weekly movement plans to staff, updating the daily movement board accordingly.
  • Address vehicle incidents, seeking resolutions and documenting lessons learned.
  • Conduct thorough daily, weekly, and monthly checks on all LEARN vehicles.
  • Verify accurate completion of vehicle log sheets, obtaining colleagues’ signatures as required.
  • Assist security personnel in proper generator refueling.
  • Undertake additional tasks as assigned to support organizational objectives.
Qualification
  • Attainment of High School diploma
  • Demonstrated history in driving/taxi roles for donor-related purposes
  • Profound familiarity with the immediate geographical area
  • Possession of a current and valid Nigerian Driver’s license
  • Impeccable driving track record devoid of any infractions
  • Mastery of the English language, exhibiting fluency
  • Superlative prowess in communication capabilities

Additional Requirements

  • Minimum of 3 years’ prior experience in a comparable position.
  • Preferred experience with a USAID-sponsored or other global institution engaged in program implementation within challenging environments.
  • Essential proficiency in communication and interpersonal aptitude.
  • Strong aptitude for meticulous record-keeping and documentation, especially related to travel, fuel, and vehicle upkeep.
