Job Description
Reporting directly to the Director of PEARL, the Technical Program Manager (TPM) will assume responsibility for the comprehensive oversight of all PEARL-related initiatives within FACT. Through adept leadership of the PEARL unit team, the TPM will drive the pursuit of programmatic distinction, meticulously upholding the paramount impact of these endeavors. A steadfast commitment to FACT’s stipulations and benchmarks will be upheld throughout. As the vanguard of the PEARL Unit, the incumbent will play an instrumental role in both shaping and executing FACT’s overarching PEARL strategy.
Responsibilities
Strategy Development & Implementation:
- Formulate and execute a robust PEARL strategy, driving organizational growth and identifying strategic avenues to enhance FACT’s presence in the region.
- Strengthen ongoing programming and operational efforts, ensuring the relevance and measurable impact of PEARL activities.
- Identify, seize, and foster opportunities for program advancement and intervention enhancement.
- Cultivate funding prospects to bolster, fortify, and expand PEARL initiatives.
- Supervise the conceptualization of project proposals aligned with the PEARL strategy framework.
Research Planning and Implementation:
- Align research and assessments with project objectives and the PEARL strategy, adhering to FACT and relevant guidelines.
- Scrutinize and validate Terms of Reference (ToRs) for research/assessment, ensuring clarity and usage by stakeholders and assessment personnel.
- Monitor research progress, promptly addressing delays and challenges while reporting to senior management.
- Engage stakeholders and partners in assessment design and planning.
- Oversee meticulous data collection, adherence to guidelines, and comprehensive data revision.
- Ensure adept data analysis as per ToRs, utilizing meaningful techniques.
Project Management:
- Facilitate project kick-off, review, and closure meetings, maintaining project timelines.
- Monitor project output, budget, and completion, ensuring contractual obligations are met in collaboration with senior management and finance departments.
- Identify and track contractual monitoring and evaluation indicators promptly as technical program manager .
- Provide agile project implementation support, troubleshooting bottlenecks.
- Mitigate financial risks, control budgets, and ensure precise financial reporting.
- Manage assets and safeguard IT systems and data.
Knowledge Sharing and Learning Process:
- Institute a robust M&E system aligned with PEARL’s guidelines, promoting program effectiveness.
- Foster cross-team learning and knowledge dissemination.
- Lead internal and external program evaluations, executing baseline, periodic, and final assessments.
- Extract insights from best practices and apply them to enhance PEARL’s effectiveness.
- Organize program review workshops and document valuable lessons learned.
Team Management and Leadership:
- Cultivate a clear understanding of roles among Unit staff as technical program manager.
- Define and maintain updated TORs, work plans, and Key Performance Indicators for the Unit’s staff.
- Cultivate a collaborative and productive team environment, prioritizing staff welfare.
- Mentor and empower the team, enhancing capacity and efficiency.
- Maintain open communication with senior management regarding staff potential, training, and challenges.
External Engagement:
- Develop and execute stakeholder engagement strategies, fostering rapport and feedback mechanisms.
- Cultivate relationships with coordination platforms, UN agencies, donors, NGOs, and academia.
- Elevate FACT’s visibility and comprehensibility among key aid stakeholders.
- Identify donor prospects, nurturing positive perceptions of FACT within external partners and coordination platforms.
Requirements
- Exceptional academic background with a minimum Master’s degree in relevant fields such as Statistics, Mathematics, Computer Science, Political Science, Science, Engineering, Social Research, Economics, Development Studies, or related disciplines.
- Proficiency in effective report writing, requiring excellent communication and drafting skills.
- Minimum of 8 years’ demonstrated experience in NGO, Academic, or Software sectors, specializing in research, monitoring, evaluation, or similar roles.
- Robust time management abilities for efficient task handling.
- Proven history of engaging externally with donors, partners, and key stakeholders.
- Outstanding teamwork and communication aptitudes, fostering collaboration across diverse teams.
- Intermediate to advanced proficiency in Figma, Microsoft Office applications including Excel, Word, Access, PowerPoint, as well as Google Suite apps.
- Capable of managing multiple tasks concurrently with ease.
- Expertise in utilizing data collection and analysis tools like Kobo, NVivo, R, SPSS, Power BI, and similar platforms.
