Work Overview:
What You’ll Do for Us
As part of our People & Culture (HR) strategy, we are looking for seasoned and capable HR Managers to assist the teams providing humanitarian aid and services to recipients in our field delegations. You will deliver trustworthy, high-quality HR services in a delegation so that workers and line managers may successfully handle operational challenges on the job. You will oversee the proper execution of the strategy, objectives, and policies in addition to coordinating all on-site HR practices and processes.
Additionally, you will continue to communicate with Regions and Services at the Headquarters at the appropriate level upstream on People & Culture (HR)-related issues. As an HR manager, you will promote organizational principles and facilitate them.
Responsibilities:
- Create and implement HR strategies and initiatives aligned with the overall HR Division/Organization strategy;
- Develop and coordinate overall HR strategies, systems, tactics and procedures across the Delegation and the Region with the HR Partner support (based in HQ).
- Responsible for the establishment and development of the HR management framework of the Delegation in compliance with ICRC policies and legal obligations (in collaboration with Centre of Expertise in HQ);
- Elaborate adequate application of local HR processes, policies and procedures within the Delegation;
- Guide on the HR legal framework for consultancy contracts.
- Establishing, modifying, and maintaining all facets of the HR organizational structure in the country or countries covered;
- Plan and carry out all sourcing, talent acquisition, on-boarding, and off-boarding activities in the nation or nations covered;
- Guide and promote on Career, Talent Management and Learning and Development activities ensuring coherence, consistency and respect of institutional policies;
- Lead the performance appraisal process; assist and guide colleagues within the Internal Assignment Planning procedure and process;
- Have the overall responsibility for all aspects related to Employee Relations: bridge management and employee relations by addressing demands, grievances or other issues;
- Support current and future operational needs through the development, engagement, motivation and preservation of human capital.
- Advise and guide Line Managers in the execution of their people management responsibilities.
- Serve as a change ambassador to managers in the ongoing worldwide People, Culture, and HR Transformation.
- Engage with Line Managers and Top Management to successfully influence them on key change initiatives
- Implement ad-hoc HR projects and initiatives upon request from People & Culture (HR) Operations Division in HQ
- Offer the delegation and the People & Culture (HR) Operations Division in HQ such ad hoc projects on People & Culture (HR)-related issues in accordance with needs and priorities.
Requirements:
Qualification
- A university degree in HR with at least a Bachelor’s degree, while a Master’s degree is recommended
- English is mandatory at a B2 level (according to the European framework of the reference for languages)
- A further language at a B2 level, as measured by the European Framework of Reference for Languages Additionally required are French, Spanish, Portuguese, Arabic, or Russian
- Fully conversant with IT tools
- Speaking English and at least one of these languages: French or Russian or Arabic or Spanish or Portuguese

- Outstanding interpersonal relationship building and employee coaching skills
- Ability to practice and coach line managers in the practice of a high level of people management
- Excellent active listening, negotiation and presentation skills as well as written and spoken communication skills
- Strongly motivated by humanitarian work
- Able to perform well under pressure and in potentially hazardous circumstances
- In-depth knowledge and experience of HR-good-practices, profound knowledge of HR systems and databases
- Comprehensive understanding of employment law, HR administration, workforce and organizational planning, salary and benefits, recruiting, selection, and staffing, performance management, learning and development, employee relations, staff health and safety, and employee engagement
- Demonstrated ability to serve as a knowledgeable resource and sounding board to the management team
- Competence to build and effectively manage interpersonal relationships at all levels of the organization
