Who Are We Looking For?
The Senior Technical Officer WASH will offer programmatic and technical assistance for FHI360 Borno Northeastern Nigeria Field locations. Under the direction of the WASH Coordinator, s/he will put hygiene promotion messaging and environmental health activities into practice, including training community-based WASH management structures and producing designs and bills of quantities for WASH infrastructure upgrades and new construction works related to water supply systems, Sanitation facilities, and public health infrastructure, including medical waste management facilities.
In collaboration with the WASH Coordinator, he or she is responsible for designing, planning, implementing, and overseeing hygiene promotion activities such as training of trainers in hygiene promotion for community volunteers, WASH committee members, and other stakeholders in LGAs in accordance with the agreed-upon work plan and WASH sector strategic plan. He or she also produces detailed progress reports on WASH activities in the field as measured against the work plan.
Responsibilities
- Manage hygiene promotion initiatives.
- Assist field teams in identifying and registering WASH NFI recipients and distributing WASH NFIs to disadvantaged individuals in accordance with WASH sector guidelines and FHI360 protocols.
- Create and carry out routine hygiene promotion campaigns in IDP camps and other targeted areas.
- Creating and assessing the best IEC tools and resources for hygiene and health promotion initiatives.
- Effective management of contractors to complete projects in compliance with technical requirements
- Be in charge of instructing builders to go to designated beneficiary locations for new construction projects.
- Work with the hydrogeologist of the contractor to place wells and perform pump tests on drilled wells.
- Conduct evaluations of current boreholes for repair
- Ensure that all WASH operations by FHI 360 are carried out in accordance with the project’s technical design by performing oversight functions to WASH field workers.
- Keep a clear implementation plan up to date for all WASH initiatives, highlighting achievements of important benchmarks.
- Ensure the community is included in the design of the WASH infrastructure and discuss with all relevant parties.
- Assure the implementation of a comprehensive WASH package wherever services are provided, make sure that all WASH infrastructure initiatives are fully coordinated with local authorities, RUWASSA, BOSEPA, MOWR, WASH Sector coordination, beneficiaries, and all stakeholders.
- Regularly scheduled field trips are made to monitor all WASH sector activities and make sure all WASH infrastructures adhere to the required requirements.
- Ensure the drilling contractor gathers and delivers the necessary technical data on time.
- Gather and record all work-related issues, and make sure they are resolved in accordance with the contract’s requirements.
- Collecting field water quality monitoring reports and performing field water quality samples
- Assemble weekly activity implementation reports.
Additional Duties
- Assembling the WASH team’s weekly work schedule and sharing it with the WASH coordinator
- Make sure that the building and renovation of WASH and Public Health infrastructure is done in accordance with the contract’s terms, the precise BoQs, the drawings, and the standard specifications set out by FHI 360 through quality checklists.
- Keep accurate records for all WASH infrastructure initiatives, including a field location inventory of resources and equipment.
- Participate in field evaluations for proposed projects
- Build the capability of the volunteers and local community management structures running FHI 360’s activities.
- Contribute to the acquisition of WASH materials and building projects, and ensure adherence to all procurement guidelines
- Approving certificates of completion for infrastructure projects related to WASH and public health
- Participate in the budget’s development and frequent review of its activities.
Qualification
- Have a minimum of an HND/BSc/BEng in civil engineering.
- Possess at least ten years of relevant experience working in the water, sanitation, and hygiene sector in humanitarian aid settings
- WASH and public health infrastructure projects experience with a track record of success
- Must be highly organized and meet deadlines.
- Excellent written and verbal English language skills
- Be familiar with the public health systems, NGOs, and CBOs in Nigeria.
Additional Qualification
- Understanding of humanitarian programming and WASH in emergency settings.
- WASH technical knowledge in the engineering design of infrastructure for water supply, sanitation, and public health.
- Proficiency with office programs and design software (AutoCAD, Outlook, Excel, Power Point, Word)
- Professionalism in the workplace, ability to establish and maintain effective working relationships with project personnel, subcontractors, consultants, and aid users.
- Ability to perform a large volume of work on time and under minimum supervision
- Possess strong communication skills especially spoken Hausa.
